Public-private agreements and projects

We promote partnerships between universities, government agencies, and companies to accelerate applied innovation, technical training, technology transfer, and demonstration projects with measurable impact on productivity, quality, safety, and ESG. We design and implement framework agreements, specific projects, R&D&I, public procurement of innovation (CPI), and PPPs (public-private partnerships) with clear governance, traceability, regulatory compliance, and KPIs.

proyectos

Value proposition.

Types of agreements (choose according to objective)

  • General coverage: training, Labs, transfer, trade fairs, talent, CPI.
  • Defines principles, areas, governing bodies, intellectual property, and confidentiality.
  • Specific objective (e.g., “Municipal BIM plan + NZEB public building pilot”).
  • Scope, schedule, budget, and KPIs agreed upon.
  • Customized programs for technical staff: BIM/CDE, 4D/5D, LCA/ESG, SUDS, FEM for structures, Fire Safety performance, contracting, and technical bid evaluation.
  • Includes rubric evaluation, certification, and template repository.
  • Joint development of PoC/MVP: digital twin, automated BIM QA, mobility analytics, hydraulic resilience, OT hardening.
  • Possible co-financing with competitive funds or regional programs.
  • Technical assistance to the entity in designing CPI challenges, functional specifications, validation, and evaluation.
  • Pilot projects with independent testing and verification.
  • Technical support for project structuring (without replacing the public function): risks, indicators, technical requirements, monitoring, and training of the public team.
  • Internships/training placements in organizations, focusing on AEC/Infra digitalization, ESG, and OT/SCADA.
  • Includes onboarding guides and performance KPIs.

All agreements can be combined (e.g., Framework + Training + R&D&I; Framework + CPI; Specific + Talent).

cátedras

Project areas .

BIM & ConTech: institutional BIM strategy, CDE, standards, pilots in buildings/infrastructure, and 4D/5D in public works.

Hydrology & SUDS: HEC-RAS/HMS/SWMM models, risk maps, nature-based solutions, and maintenance plans.

Governance (who decides and how)

Joint Committee (quarterly): representatives of the public entity, GUTEC, and, where applicable, successful bidders/partners.

Technical Management: senior GUTEC profile + technical representative of the entity.

Secretariat and QA: minutes, indicators, evidence, and CAPA (corrective actions).

RACI

Step-by-step process.

  • Executive meeting, objectives, legal/budgetary constraints, risks, and priorities.
  • Concept Note document (vision, scope, expected results, KPIs, estimated cost).
  • Technical and contracting workshops.
  • Definition of deliverables, schedule, governance, IP, and compliance clauses.
  • If CPI: definition of challenge, evaluation criteria, and testing plan.
  • Legal review and signature (electronic).
  • Communication plan (if applicable) and transparency plan.
  • RACI, calendar, CDE/repositories, access, security/privacy/EHS, risk matrix.
  • Demos, technical verification, and minutes of agreements.
  • Documented change control (scope, deadline, cost).
  • Delivery of reproducible package, training for the public team, and reports.
  • If applicable, renewal or scaling (multi-city/multi-site).

Financing and economic models

Direct budget of the entity (training, consulting, transfer chapters).

Co-financing with companies/consortia (for Labs and pilots).

Grants/aid (regional, national, multilateral) for R&D&I, digitization, resilience/ESG.

CPI (Public Procurement of Innovation): contracting innovative solutions with milestone payments and verification.

PPP: GUTEC as technical advisor to the public sector (non-operator), defining requirements, indicators, and technical audit of deliverables.

We adapt the scheme to the regulations of each country and the available funding source.

Compliance (legal, data, IP, COI, ESG, EHS)

  • Ad hoc results for the entity: public ownership (default).
  • GUTEC methodologies/base templates: GUTEC IP with non-exclusive license for the entity.
  • Data: preference for anonymization and authorized repositories.

Deliverables (quality standard)

Strategies and guidelines: Institutional BIM plan, 4D/5D assessment manual, responsible purchasing policy, SUDS guidelines, Fire Safety performance, OT/SCADA governance.

Strategies and guidelines: Institutional BIM plan, 4D/5D assessment manual, responsible purchasing policy, SUDS guidelines, Fire Safety performance, OT/SCADA governance.

Technical models: HEC-RAS/HMS/SWMM, structural FEM, single-line diagrams/IEC-61850, FAT/SAT testing, commissioning plan.

Contracting documents: technical requirements and evaluation criteria (CPI/PPP), testing and verification plan.

Applied training: itineraries for public technicians, rubrics, certification.

Reports and verifications: progress reports, minutes, milestone verification, and final report with CAPA.

KPIs (how we measure public impact)

Sample cases (illustrative)

Risks and mitigation.

Ambiguity of scope → requirements sheet and change control; acceptance criteria per deliverable.

Incomplete/sensitive data → explicit assumptions, anonymization, and repositories with access control.

Administrative deadlines → planning with intermediate milestones and possible fast-tracks.

Staff turnover → comprehensive documentation, train-the-trainer, and single repository.

Actual or perceived conflicts of interest → declaration, recusal, and traceability in minutes.

Supplier dependency → promote interoperability (IFC/BC3/CSV, open APIs) and alternatives.

Indicative schedule (12 months)

Months 1–2: exploration, co-design, draft agreement, and signing.

Month 3: kick-off, CDE, accesses, risks.

Months 4–9: implementation in sprints (2–3 weeks) + in-service training.

Month 10: verification of milestones, tests, and dissemination events.

Month 11–12: final report, transfer, and scaling/renewal plan.

For CPI/PPP, the deadlines are in accordance with each country's regulations.

Packages and estimates (approximate)

Includes governance, QA, repositories, evidence, and memory. Does not include works, equipment supply, proprietary licenses, travel/venues, or specific external verifications. Amounts exclude taxes; will vary by country, language, complexity, and risks.
